Game looks choppy, but it is running at 60fps 100% speed

My games are running at 60 fps on full speed, but it looks choppy and sometimes blurry.
I have tried many settings already. Disabled speed hack, decreased resolution, tested all of the renderers, and nothing...
I also tried enabling "Wait for vsync on refresh" too, but it didn't fix the problem either.
It happens the whole game, not just at specific locations. Also, it's happening on all games i have tested.

My specs:
- AMD Ryzen5 1600 Six-core processor
- 16gb ram ddr4
- Radeon RX570 4gb
(I know it's not such a strong computer, but i think it should be able to run the game smoothly at 720p at least.)

It's a frame timing issue
Disable the frame rate limit In pcsx2 ( press F4) and use Ritvatuner to lock the game to 60 fps

Radeon Software has it's own frame limiter, but it doesn't work on PCSX2
