Gameplay stuttering while showing 60fps HELP!
But it seems he suspects that the stuttering in window mode doesn't relate to the CPU performance. The fact that the stuttering doesn't occur in ePSXe in window mode contradicts that.

has nothing to do with it each program reacts differently to forms of Vsync, Some will be run smoothly others will not, Likes said main times Vsync does not guarantee smooth gameplay, it only guarantees no tearing. Only way around that stuttering is Framelimiting to 1 fps below your refresh rate or at your refresh rate and even that does not guarantee stutter. and that i proving the stuttering is related to gpu/cpu. which it could easily be cause by HPET, lack of HPET, latency issues on the system in certain situation and or programs, and slew of other thing that can cause stutering.

The extra power need by vsync and it other form Desktop composition. relates to the power needed to DO 100fps aka you need more raw power to do 100 fps with Vsync on vs VSync off. t. If your having issues keeping 100 fps or what ever your refresh rate is at that magic number then it due to you dont have enough raw power to hold those framerates.

Again this in no way effect the stuttering, stuttering is side effect of vsync happens or dont happen in per program basis just cause it dont happen in on program dont mean it wont happen in another for same reason some windowed games are fine others are not.

Nobody is trying to beat a dead horse. We are trying to find solutions to this. I have a gaming laptop and face this same problem when playing God hand 60 fps yet the game stutters. It's a problem I face when playing on windowed instead of exclusive fullscreen. You are also being extremely rude and unhelpful. If you have nothing to contribute you can keep quiet instead of being rude to the guy who had a genuine query and is also well informed unlike you.
