Games run slow in some sections

Overclocking a laptop is definitely a bad idea unless you want to fry your CPU
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Unless multiple things go wrong, it is incredibly hard to "fry" a modern Intel or AMD CPU. That being said you should not overclock a CPU that is not designed for overclocking since unlocked chips are usually better binned parts that can more reliably hit and maintain higher clocks without excesive power draw (which creates waste heat...)

That being said as counter intuitive as it may seem using Intel's XTU (extreme tuning utility) to undervolt your CPU can make it go faster for longer. Depending on the system and your CPU an undervolt can allow a CPU to hit it's max boost frequency on more cores for longer if tempratures or power delivery is an issue. As long as you remember the sage advice "small changes, large testing" to doing any over/under clocking/volting you shpuld be fairly safe (also XTU is pretty intelligently made and will revert profile changes in the event of a crash) this is practically required on some macbook models if you want to run boot camp since Apple does a custom undervolt in MacOS.... but it does not apply if you run windows under bootcamp so the laptop overheats and throttles to stupid speeds.
