Games running at 3X their regular speed

So, I decided to play GTA: Vice City on PCSX2 only to find out that it was going much faster than it should be going. I kept reloading it over and over, but it still kept going fast. Someone told me to test it on a different game, but when I tested it with FFX, it had the same speed issue.
