It not that surprising.
What do the ee% & gs&% say when it's slow ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

the EE varies from 60% to 80% max

The GS is around the 30% to 50% range

Your CPU only has a STR of 1506. For PCSX2, they recommend at least 1600, and up to 2000 for more demanding games. Your EE going up to 80% is really pushing yoru system. Your CPU isn't up to the task. Thus, as jesalvein said, it going slow isn't that surprising

CPU is fine seems like they're using the integrated motherboard graphics card {which is awful}. Try saving up for a dedicated GPU; in the meantime try frameskipping, change GSdx option to use SSE4.1 or AVX under Config > Video > Plugin Settings & enable MTVU under Emulation Settings > SpeedHacks. Might help a bit.

So OhGreatOne, you disagree with me and jesalvein? The CPU is not up to the task, your suggestion might help, but they won't get full speed with that game, using that CPU. It's ok to make suggestions, but not cool to disagree with someone, esp with someone who's been around for a long time and knows PCSX2 inside and out (like jesalvein)

he did not say he is disagreeing or anything, he is just saying what he thinks and its not cool to be so damn rude to a person when all we want is just some help because some of us dont really know much about these things, we thankful for opinions and help but not in the way you say it seriously insulting and rude

There is more to it than just STP, though that is a good guideline. 1600 is very much the going recommendation. Your CPU, is actually pretty close. CPUbenchmark.net lists a STP of 1506, like mentioned earlier. This doesn't mean your cpu is exactly that...

CPUbenchmark.net also lists my cpu, an i7 3770 (non k.. but a guy can dream lol) as having a 2068 STP score.. but running passmark on my system has me regularly in the neighborhood of 2150 (80 points higher, give or take) . This number, +/- 5 pts, comes back almost every time I run the test.. I have to assume either my mobo is running a hair fast on the fsb (locked multiplier, no oc for me) and windows isn't reporting it.. OR. some chips just run better than others. If you download the passmark performace test and run it, you'll know exactly what you have going for you.

Tony hawk isnt exactly the most demanding game, but you're not doing yourself any favors by making your cpu pull double duty (using the integrated apu). Put a discreet card in there and you may see much closer to full frame rates. I cant say for sure as I'm not familiar with that game and what STP it needs to run well. A slight overclock may also net you a few frames per second. Frame skip, using the latest git build, and messing with speed hacks may get you where you want to be.. albeit with some graphical anomalies (or none at all).
