Games stuck at 67% speed 40 fps

I load any game on pcsx2 and as soon as it loads it goes form 100% speed down to 67% and stays there for some reason. I have tried many different things in the settings but nothing works I even tried to reinstall and I still get the same problem. My laptop is a msi on windows 10 with a i7 cpu and gtx1080 gpu.

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

Jesalvein that's the nvidia whisper mode which cases a lot of games and emulator(except those specified on the nvidia database to run at higher speed)to run at 40fps max on laptops.
The default speed for a program not in the database is limited to 40fps(pcsx2 is in the databse but it is also limited...like ppsspp,rpcs3,epsxe and so on)

nVidia control panel don't have per game option to disable that feature,you have to either disable it globally or limit the fps to 120 max

nVidia Control Panel=>Manage 3D Settings=>Global Settings=>Whisper Mode...it was active before but now it's forced on enabled
Go to Program Settings=>uncheck "Show only programs found on this computer and wait few seconds=>find PCSX2(pcsx2.exe) in that massive list and select it.
Choose the prefered gpu if it's not set to nvidia and on the bottom with the settings you will find Whisper Mode which allow you to limit the fps between 30 and 120
Set the fps limit you want and hit ok(restart pcsx2 if it's running)

Download nvidia inspector,run it and you can do few this
If you want to completely disable the whisper mode(it is actually useful for pc games because in some games even it it says 60fps ingame,some games are doing something behind the scene that make the gpu work way too hard which increases the temp and noise...for example without the whisper mode limiting The Witcher 3 to 60fps,even if the game is running at 60fps,the gpu is running at max core speed and high gpu usage and when I use whisper to limit the fps to 60,the gpu core speed is twice lower,I get the same speed but at lower temp and noise)
From the "_GLOBAL_DRIVER_PROFILE (Base Profile)" profile,go down to "Whisper Mode" and set it to 0 to completely disable it(you can set the fps limit here too from the option below(3C mean 60)
If you want to disable it only for PCSX2,type pcsx2 in the list and click on it and set whisper mode to 0 and hit apply

You can also disable whisper mode from the nvida experience if you are actually using it.

It worked thanks for the help everyone. I went to Nvidia control panel and found pcsx2.exe found whisper mode and saw it was set to 40 so I just set it to 60 and everything works great now.

When you do that,that will prevent you from running pcsx2 at higher than full speed so the fps limiter(f4)and turbo mode(tab)will do nothing
