Yeah trying to run DirectX 10 stuff on XP will do that lol. To use 10 you'll need Vista or 7, so it looks like you're stuck until (if?) the DirectX 9 version bug is fixed.

It's normal for most games to take a huge hit when rendering outdoors scenes, there's generally more stuff to do and whatnot that makes it harder for the hardware to keep up. You can always try overclocking if it's your CPU that's holding you back, but I don't think you'll be able to get a 30->60 fps boost.
