well, I didn't see any slowdown in the video you posted.
And if you didn't see any slowdown problem on your PS2 with SotC, that's not normal.

the game is less than 20 fps in the room early and sometimes fall less than 5 fps during some cutscenes

How did you figure this ? Using fraps ?

the slowdowns were minimal. a 56/58 to 46 fps for a mere second. But from what I know already, SoTC only runs at 30 fps anyway. The jitter from that would be bare minimal, also SoTC is the ONLY game where it is recommended to have VUskipping maxed out

If I can do some horrid, pointless math that will probably not make much sense to anyone else..
3.3 vs 4.1 (counting for all cores as as a SINGLE core (don't ask me, it will make your brain hurt)) 25.2GHz v 52.8GHz EFFECTIVELY, your pc is over double. counting just the PCSX2 cores.. 12.6GHz v 18.2GHz that extra 6 makes a WORLD of difference. and in videos you should pull roughly 22/24 fps. Videos are not well-emulated always, this is well known. if you want to take full advantage of your PC I have methods of that, but just this number-crunching alone shows the difference

update:
Just ran a test. Max out the EE speedhack and the VU speedhack, my i3 @3.3 maxed out fps constantly, no jitter. (went at minimal to 57/60)

The statement about 5fps in video is bogus, PCSX2 with no speedhacks shows 12 for me, and my PC is slower

Again, turn your PS2 on, laucnhe your PS2 DVD, and do the same on pcsx2 in the same time.

I bet you won't see any difference, or minor ones.

For one, SoTC is capped at 30 FPS. For two, it dips below that sometimes even. What you are seeing is normal.
