If it pleases the court, a retail copy of the SAME game, has the SAME problem...

and that sucker had arrived from california about five minutes prior in the mail

Did you rip the game to an ISO file? it looks like you're just playing straight from the DVD. I've had issues when I played from disc instead of playing from an ISO.

Some things to try...

-Make sure you're using stable, or nightly build.
-Try swapping between hardware/software mode. Look under the plugins settings.

Testing the other plugins seeing if they work;

SSE2 version of GSdx 0 had no effect
SSE3 had no effect
SSE41 had no effect
GSNull won't even launch
ZeroGS did work, but runs at half speed

any chance at relaying this to the dev team of the GSdx plugins and figuring out why the Zero plugin works for this aspect?

Not really. It's far less compatible than GSdx and really serves just to bring up compatibility

Software mode does get the HUD to come up, but it looks like it has roughly the same speed issues

it looks like it runs at 1/2 to 3/4 throttle; haven't reached sniper training again, so i'm not sure how slow that runs

what else can i adjust to bring it up to 100% throttle consistent?

Set extra rendering threads to 3 or 4, overclock, and use speedhacks.

4 rendering threads does bring it up to 45-60 FPS, and EE Cyclerate has been set to '2'

i'll update when i know how sniping affects this

EDIT: the info windows have dropped as low as 43-45 FPS
