God Hand Still Runs Like S#it?

I don't know why God Hand Runs pretty Gross But i've Played God Of War I & II and Dragon Ball Z : Budokai Tenkaichi 3 thay all work and play smooth but i don't know why does God Hand Runs Pretty Gross and Yeah Urban Reign Too...

God hand       = 20-27    FPS
Urban Reign   = 22-29    FPS
DBZ : BT 3      = 55-60    FPS
God of War I  = 55-59.9 FPS
God of War II = 59.9-60 FPS

Why does those two games Doesn't Run Good?

And yeah my Specs :

CPU : iNTEL Celeron 1.8 Ghz
Ram : 6 Gigs
Graphics : Intel HM71 Chipset Family 

And everything else you might know...

And also one more thing i Use Speed Hacks at Full on r5875

Those games react quite well to speed hacks and I'm quite surprised that you managed to pull off full speed considering that your processor is quite weak. unfortunately, that processor and GPU will be quite slow for most of the games. To get a more playable experience, I suggest upgrading your computer
