this is strange indeed, maybe you have to run with administrator rights.

Is your card normal 8mb card?
BTW when I'm saving for the first time on my PS2 on my 64mb card it takes ~5 minutes to save the first time, after that is for 10 seconds.

I'm not saying that you need to wait that long on the emu too but it's not really fast like on most of the games.

Try those:
1.Try saving on the second card

2.Move your cards somewhere and start the emu.Go to Config=>Configure and choose for CDVDrom...CDVDnull=>ok.Go to Config=>Memcards and uncheck "Enable NTFS compression"=>Ok.After that start the emu and use File=>Run CD/DVD.Go to Browser and format your cards. After that close the emu, start it again, and go change your CDVD plugin to Linuzappz ISO(or any other plugin if you're not using the newest beta(old gui)).After that start your game but don't use save states to load to some point, start a new game and go to the save location and try to save.

3.Run as administrator.
