God of war running at low FPS, whereas my EE and GS are Low as well

I feel like my CPU isn't even trying?? I could run KH2 which was much more graphically pleasing with absolutely no problem, but the CPU was getting heated and the fan made a lot of noise, whereas now it's completely silent. I feel like my CPU isn't even trying, any clue on how go solve this?? I already tried playing with the configs of the emu and nothing really works.

Pentium G850 (dual core 2.9 gHZ) 8 GB RAM hdd graphics 2000 Windows 7
Pcsx2 1.6.0 
No Speed hacks, i tried to play with those but no difference whatsoever 
Graphics settings are at the minimum (native res no minmapping no asintropic filtering etc. ) 
As i said i played KH2 with no problems and i feel CPU isn't even trying because it's Just at 50% usage and GS and EE are both on the 20-40s, the game is GOW (ISO),actually i could play the area with medusa smoothly but the rest of the game is running at 20 FPS. Thank you for your time.

Your CPU has a PassMark Single-core CPU score of 1349 [1]. Some time ago, a score of at least 1600 was recommended for good performance across most titles, but as the emulator became more accurate, the requirements also sort of increased. Nowadays a score of at least 2000 is recommended. Even after updating to a more recent build of the emu, your performance likely wouldn't improve and would probably get worse. Still worth trying. You'd have to build/buy a better machine to get full speed on most titles.

@NarooN I'm under impression it needs to be 3k+ for the more graphically intense games to keep up beyond native resolution, with 2k basically being a bare minimum.
