As far as the blurriness goes, we already have an issue open for that https://github.com/PCSX2/pcsx2/issues/1796

GT 2000 is a beta version of GT3, do not expect perfect results, which also means you downloaded an ISO of it to be able to even play it.

I own the disc, I tracked down a copy in 2008 to try out B.A.D. and Paradox ppf ps1 patch.

Not saying you downloaded it, but you "tracked down a disc"? There were only 50 made and is highly sought after & would be quite expensive. Pretty impressive that you'd get a hold of one
Windows 11 64 bit OS
Intel Core i7-10700
Geforce RTX 2060 6GB

Yes some french guy was selling it, it was part of a set that was given away at some trade show but being interested in
motosport I only bought the gt one. It comes in cardboard slip sleave like the early ps2 demos and it's a blue cdrom.

As it is a beta version of the game, I suggest you try it on your PS2 to confirm if it's a bug in the game or PCSX2.

I no longer own a PS2, at one point I owned three a black FAT v7 + NA, a silver V9 with the inbuilt IR? and a slim,
I moved house four years ago and didn't have enough boxs to package away both my games and hardware so had to leave them
behind along with a DOL-001 NGC Sad wasn't until last year I got this current pc and started looking at running the games through emulation instead.

Using a BIOS file with PCSX2 which you have downloaded from the internet or from a PS2 console you do not own is illegal. You must own the console the BIOS file came from (even if it's broken) to be legal.
