Should start saving now for a new system and play on your real PS2 instead while you're at it...

Any way your Specs are weak for that, but you could try Frame Skip

It's on the core settings.
What frameskip does is skipping a frame to simulate the game running on full speed. Albeit when this is done, the movements will look "choppy". The best reference would be comparing TV shows to movies. TV shows have everything move in very smooth 60 frames per second, while movies and other stuff could go for 30-48 frames per second IIRC.
