He should be able to play the game in higher than native res; but if he cannot overclock his CPU he will have to use some speedhacks to get the game to full speed because it is a very demanding game.

Ticked the speedhacks box and that didnt help any.

he wont i got 45 FPS with ATI 5670 OC 850/1050 on native and 55 FPS with SW mode Tongue that thing is a GPU power eater

The cheapest good cards are the 6850 and 560. In GT4 my card bottlenecks at ~80fps using 3x res. If you have the money go for a 6950 that can be flashed to a 6970, best bang for the buck.
