Gran Turismo 4 Jitter and Slowdown

details in the video, but for a brief overview:
i'm trying to run gt4 on the nightly build of PCSX2 with the remastered texture mod, but there seems to be a couple of issues:
- The textures aren't loading (as far as I can see, since the remastered mod on some of the loading screens just aren't appearing)
- the game isn't running at a consistent 60fps (2080ti/i9 combo really shouldn't be struggling with this)
- when the game drops frames, it shakes like crazy, even with an interlacing method.

all of the settings menus are in the video, i have tried to mess about but I'm not sure what's wrong. Anything I could change to not make this so much of an issue?

does it work fine without the texture mod ?

Could be a good idea to enable osd stats to see why it's struggling

I mean, if it can run most games in the triple digits natively, is it unfair to ask for a standard 60fps on a console from 2001? i don't think that's unreasonable.

I also want to state that my cpu was at 17% and my gpu at about 40% on task manager; it has headroom for this.

unrelevant comparison, since you're not running natively that game from 2001, you're emulating it

looks perfect to me (apart from the jittering)
IIRc this game tends to adapt internal fps, and that's why you don't keep a steady framerate. try on your real console, you'll see.
I suggest you use vulkan renderer too

vulkan doesn't change much, but i guess that would make sense. Do you have suggestions to fix the jittering? is there a no-interlacing/progressive patch for gt4 i could use? it seriously gives me a headache to see it.
