You do know that his graphics card supports DX10 and even if he switches it it will be either the same or worse for performance.

and besides DX10 has a slight increased of speed than DX9

Try the latest SVN build, enable "Allow 8-bit textures" in GSdx as well as ticking "Native" and use the Direct3D10/11 (Hardware) renderer (don't use the F9 trick), enable some speedhacks (starting with the recommended ones and MTVU may help a lot) and if you still have a problem with garbage on screen reduce the ingame brightness/contrast to 0.
