1. Try turning on/off Allow 8-bit textures in GSdx and see which one gives you more FPS

2. Change EE/IOP and VU Clamp modes to None, revert to Normal if game breaks.

My bad, FPS drops to ~25-30 - with and without those settings changed. Seemed like it didn't do much at all.
Current System: Laptop (Acer Aspire V3-771G-9875)
OS: Windows 7

you could try changing your VU settings to SuperVU and see if that helps. Unfortunately particle effects such as smoke are killers for performance, even on the originating consoles (and pc games!)

Reduce Native res multiplier to 2x, and try what refraction said...

Just tried and SVU is slower than MVU in this game.

Dropping the IR to 2x did help with the smoke/rain effects (50-55 FPS) but the graphics look horrible now.

I am still using the PS2 version and during the mission "Reuniting the Families", the game freezes when the cops are dropping from the chopper. Yes I changed GSDX to software mode and turned off all speed hacks - and still no difference. Is this a known issue?
