So im getting about 50-55 FPS out of combat when I walk around, but in combat it's about 45 and running at 68%
Are those about normal FPS or is it because my PC is not good enough? ( I've followed the config guide to the letter )

Nvidia Geforce 9800 GT

Try running the latest beta and enable speedhacks with "use 1.5x cycle rate" and "VU cycle stealing" set to slight, this is the best the game can handle without sync issues and good speedhack combination.

Below 3ghz cpu dualcore or quadcore isnt enough to play well with pcsx2 emulation so you have to use all speedhack as posible to help you to gain more fps.
