Well, perhaps this time is the best for upgrade CPU to highend cpu or Quadcore to prevent using cpu at 99% from your analysis/problem?.

GSdx reporting 99% CPU usage means he needs a new graphics card not a new processor.
And it has nothing to do with your 'blinking' problems, that's probably because you haven't set any interlance on.

I just try game grandia extreem in OS Vista and XP. i saw this game less flicker in XP, try with pcsx2 r.553, gsdx.0.1.7. Setting in speed hacks x2 cycle rate. But if i set to x1.5, cycle rate, the flicker become very less. But in game that flicker was very very less. In attention, i set in gsdx to wait vsync and for my grapich card ATI HD.3870 i set wait to vertical refresh to Always On in CC Center. About warning or wtf in pcsx2 console i saw "vif0.cmd still set 20" after booting bios.

Forget to tell, if i set intelacing (blend bbf 1/2fps) via F5 on gsdx. In FMV THat flicker become very less even with x2 cycle rate and in game that almost nil. Overall this game is worth to play at all.
