I saw @miseru99 's graphics looked way better than mine in DBZ BT3 why is this?

Update: found one of his vids showing this off and in the description he says its on this forum anybody have an idea where?

^ the widescreen patch is in that .rar file, add it to your Cheats-ws folder and activate widescreen patches in the system menu.
the settings you posted above worked fine on my end, maybe try higher than 2x resolution your graphics card should be able to handle it for this game.

Widescreen:
Config -> Video (GS) -> Window Settings -> Aspect Ration 16:9
System -> Enable Widescreen Patches

Upscaling:
Config -> Video (GS) -> Plugin Settings -> Set Internal Resolution to x3 Native, Anistropic Filtering to 16x.


... This should all be pretty easy to figure out just going thru the menus.

I personally think it has something to do with this because he has remarkable graphics

Looks like some increased saturation. Plugin Settings -> Shader configuration. You can also play around with the external shader. Go to [PCSX2 Install folder]/shaders and fiddle with GSdx_FX_Settings.ini. Either that or he some custom texture pack installed.

Something to do with what? The patch that he is talking about just makes the image display in 16:9 correctly. When he was talking about going to the forum to find it, he means the thread that JonyeGway already linked to, which has been included with PCSX2 for some time now.

The only thing I find interesting in miseru's video is that he has the borders around characters somehow working in hardware mode. Not sure if he patched his GSdx or not.
