Sounds typical for a Pentium 4. You can probably increase speed a tad with some settings and newer betas (look around the forums), but you won't be able to get gameplay going at playable speeds with that CPU.
EDIT : You might be able to get some simple fast games like disgaea playable, but heavily 3d games like GTA require a Core 2 Duo, preferably with at least 3.0 Ghzs.

You can play 2d games in decent speed, probably full fps (60fps) like disgaea, la puccele tactic from nippon ichi. You can try that game.
