Gundam battle assault 3 slow issue

the game run between 20-30 no matter what render I use ( hardware,software) the fps will be the same.

my pc :
core i7 [email protected] ghz turbo up to 3.1ghz
8GB DDR3 RAM
Nvidia GeForce gtx 525m 2gb
windows7 64bit
PCSX2 0.9.8 (r4600)

so far I tried 32 games with this pc.. all of them run at full speed except this
Do you know any settings to fix this ?
And as usual I'm using default settings.

So.. what is the suitable clock speed that can run GBA3 at full speed? have anyone got it to work fine? who can play this without slow I can guarantee that he can play the rest 2015 ps2 games ( got it from wikipedia) without any problem.
