[HELP] Playing Suikoden 5 with LOW SPEC PC

hey guys,
im new in here, and im little confused as i read the Thread in Here
so, im gonna post a new thread to find the answer

here my PC spec
Prosessor Intel Pentium CPU B940 @2.00GHz (2cpu) ~2.0GHz
Ram : 2 GB DDR Memory
GPU : Intel HD Graphic 1GB Memory
Windows 7 Ultimate 32bit
Im using PCSX2 v1.4.0

I was playing Suikoden 5, but i got a problem in here, the FPS keep going up and down (20-60fps), so sometime they talk slowly, move slowly etc.
is it because my PC got a low SPEC and it is the best FPS that i can get?
or maybe anyone got any good configuration/setting for my PCSX2?

I agree. Your computer is to weak sir. Please toss the TI-86 away and buy a PC
