Bug isn't really clear (too far ahead may be) in the dump that you provided. Although it looks clear from the screenshot you attached in first post. Can I get a gsdump from that place if possible?

I can't get better than that as the bug is in the background all the time, you can't really see it on the dump but when I move around the game, there is constant stuttering with lines on the textures in the background, but as soon as I come closer to the textures, they go back to normal. Also, characters have a quality problem when far away, faces like ps1 characters and bad clothing texture
