That's because you're limiting speed in those cases. The emulator won't use unnecessary processing power if you limit the speed but it should reach 90%+ if you turn off frame limiter, for example if you get 60fps with that 70% ingame then you should be getting ~85fps without the limit... unless you're hitting the win7 bug in which case it could be you're using too high resolution

ok, I'm posting mine, if you don't get 100% 100% of the time it's your computer. I can GUARANTEE that.

(just change the bios, mine's the US one. also ignore the GOW.dat and the other zip I might have accidentally included lol)
