Maybe this thread needs closed? No really why are so many people posting here, including me
and maybe upon registration there should be a questionnaire that would require a good read of the FAQ to complete.
Also even if you meet recommended requirements, that does not guarantee all games will work.
Some don't work even on the best computers out there. (ZOE2 and ZOE2 and ZOE2)

with these specs:
OS:Windows 7 Ultimate 32-bit
CPU:Intel Pentium Dual Core inside E5200 2.50GH
GPU:ATI RADEON HD 5450 DDR2
RAM:2.00GB
MotherBoard:4Core 1600-D800(CPUSocket)
im running my favourite game at full speed(with hacks enabled)
but im thinking of upgrading my PC from 2GB RAM to 4...how will that be?will it run at reasonable speeds??

Edit #2:there are some levels though that when there is ice or mutants who are throwing me ice the game drops down great from 50FPS to 27FPS o_O

More RAM will have 0 impact on PCSX2 speed, so no.

Well if your OS was struggling for RAM and you got some better, high speed ones yeah you would get a small speed increase. But in general, it has no effect, especially compared to a faster processor for example.
