Go into GSDx settings.
To fix the speed, enable fast mipmapping. To fix the blue bar, enable the 'Large Framebuffer' option. You may also want to enable the 'Framebuffer Conversion' hardware hack too.

That affects a lot of things.
Download the latest build from here: https://buildbot.orphis.net/pcsx2/index.php
Then replace all of your existing PCSX2 folders, including your existing pcsx2.exe, with the folders and the pcsx2.exe from the new build.
After that, follow my previous instructions.

okay so I just did everything you said. Everything is running pretty smooth except for the speed is fluctuating a lot. it goes from 89 down to 60, then back up. But other than that the game is running super well!

Are they FPS percentages or FPS counts?
At least you've got it all working.

The FPS are good I think it just slows down for like 10-15 seconds then goes back to normal speed and so on. By game speed I am referring to this

That was just the speed when I took the screenshot. It changes from anywhere to 50-101% when I'm playing. I think it may be the type of GDSx renderer i'm using. I was using Direct3D 9 and when I changed versions it changed it to Open GL

I would use DX11 - seems the fastest option in my opinion.
I think Open GL is the most compatible out of them all? Not sure.

Okay here are my settings. It is running a lot better. Its only switching 75-101, so the game is a lot easier to play. Are there any other settings you recommend?
