It doesn't look like a bug in PCSX2. I loaded it up on real hardware and what do you know, it softlocks there, too. I'm not familiar enough with the game to know what causes it or how often it might occur. But I don't think there's much we can do here.
Maybe try getting a hold of the Gamecube version instead. That one might have less issues, the PS2 port is not regarded very well in general.

Sorry it took me so long to get back. I have been doing other things.

You deserve a medal or something I don't know what regressions are so I can't tell you about that. But, I can tell you that it fixed my problem it speed up the clock ridiculously, but, I saved and brought disabled cheats and the clock was fixed. Thank You!
