Seems fairly unlikely. Try it though. You could try unclicking "allow 8 bit textures" in GSDX. That breaks some games, IIRC. You can play with the rounding modes in the EE recs page. Those speedhacks are probably not causing the problems, but you can try unticking them as well.

id tried pretty much every option. it only seems to get worse, not better.

if the game has a brightness control set it to minimum.
also try the EE timing gamefix, disable all speedhacks.
