Enable "Allow 8-bit textures". It may help.  I get a good boost with that option enabled...

That really didnt make much of a difference. I'm not sure what else to try. Are my specs not fast enough? I felt like they would be.

Your specs are decent. It should run most games at decent speeds, but this could just be one of the more demanding games. Do you happen to have any speedhacks enabled?

It is grayed out, due to it being on the preset number 3.
