Having speed problems with 0.9.6

Here are my Specs:
Acer Extensa 4420 Laptop
Processor-AMD Athlon 64 X2 Dual-Core TK-57 1.90GHZ
Ram-2GB
OS-Vista Home Premium SP1 32-bit
Graphics Card-ATI Radeon Xpress 1250 (Pixel Shader 2.0)

I have tried playing Street Fighter: Anniversary Edition, Killer 7 and Rez, the fastest the FPS has gone is 11% for all three.
I Configured the plugins according to the Official English Guide for 0.9.6
I also messed around with different configuration and plugins, I also made an ISO of SF:AE, but all it goes up to is 11%.
don't know if i'm not using the right games or if it's just my laptop.
Any help would be appreciated.
