Help! Can't seem to get DBZ:BT3 to work

I am only getting around 20-30fps with this game
my specs are:

Intel core 2 duo 2.4ghz
Nvidia Geforce 9650M GT
4GB
Vista home premium 32 bit

I'v tried everything, changing plugins and trying out different things but i got no improvements going on. I used Gsdx sse2 0.1.4, 0.1.9, tried playing with speed hacks and what not. If anyone can help i would great;ly appreciate it. I somehow feel like my pc cant handle it
