You won't fix the speed issues on that. Just stick to your PS2 until you can get a better PC.

yeah, the single threaded performance is very low. the best you could try is set windows performance plan to high performance and play the game while plugged in and use native internal resolution.
We're supposed to be working as a team, if we aren't helping and suggesting things to each other, we aren't working as a team.
