Help King's Field: TAC is slow?

If anyone knows how to make the speed better than what options should I choose on my plugins and other things? if you have a link to a speed or quality guide it would be great.

Or could it be the Iso's original disc was scratched?

Do you mean your disc is scratched? It could be possible to give problems but not likely performance related after making an ISO.

It's the FPS limit how it's 10-20.00. How do I raise it?

that's to weak for pcsx2
your cpu is a low power type, and a weak single core cpu.

it even way weaker than old core 2 duo mobile cpu.

either use speedhack like crazy + gsdx native res (can't really say you'll get full speed, probably not), or forget emulating ps2 on that notebook (this is notebook / netbook right?)
