no, the FPS you get is decided by the processor. the IGPU plays the major role on the internal resolution on which you get the FPS. you can surely get 60+ fps on most games at 2X native and 3X on some games. graphics card play their role only on upscaled Internal resolutions.

No because if you got a low gpu it will bottleneck pcsx2, you don't want to play in native res don't you ?

Yes, if you can manage Internal resolutions about 2-3X native then, there is no real reason to get a graphics card. The I-Gpu will be fine.

You can play in x2 x3 with your igpu ?
With the 2500k igpu its totally impossible.
I played in x3 on my gtx460, wich worth less than 50$ on the market.

I even managed 4X on some less GPU intensive games, haswell I-gpu's are way better than those Ivy, sandy bridge ones. they have about the double the bandwidth of the previous gen I-gpu's.
