Try with reduce resolution to 2x native! it will surely give you some fps more.

Yeah I tried that too! But as I said, during battle everything moves slowly even though the status on the title bar show 60fps

did you enable any speedhack ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

That is just because you use the speedhacks to max. Try with ee and vu sliders to 1 and 0.
