you could try s tinkering ee cycle rate & vu cycle stealing 1 by 1 to see what fits best.
unfortunately, tekken 4 is really demanding and it's possible your cpu simply won't cut it.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

probably for the same reasons
Edit : my bad. Tekken Tag is quite demanding while tekken 4 isn't so much. (got confused between both)

Like this?

Processor AMD A10-6700APU with Radeon HD Graphics
3.70 GHz
12 GB RAM
64 Bit operating system

Is an APU you need a gfx card like a Radeon R9 200 series i recommend you a 260X or better for now the last is the R9 290X i have it xD and works good in all games no framedrop or anything like this i arrived in testing at 6000 x 3000 of resolution
CPU: Intel Core i7 4790K @ 4 Ghz
CPU Cooler: Corsair H75
MoBo: MSI Z97S SLI KRAIT
GPU: AMD Radeon R9 290X

it is not really helpful to suggest buying new stuff... especially not if it is a new gpu while the guy obviously has problems with the cpu...

You dont have some old dedicated gpu lying around? Someone said a couple of days ago that using the internal gpu of the apu the cpu performance will be decreased. If this is correct and relevant than even an old card might solve your problem.

it's sad how many people go "buy the latest thing"...

I have a guide in my sig you can try, I cannot promise it will give great results however
