nice wall of text, do yourself and everyone else a favor and delete everything bellow "DxDiag Version: 6.01.7601.17514 32bit Unicode"

slowdown reason : your cpu is weak.

Safe?
That all depends on how far you take it, my friend.
As well as counting on you knowing what's happening with it as you change things.

If you're completely new to OCing, you'd best stay modest with your OCing. Pushing your CPU to about 3Ghz would seem likely, but that's only going to net you like ~5fps more or something. That processor is not just slow due to it's clockrate; It's slow in a clock-for-clock kinda way.
Also, how hot does it run as it is...?

(FYI - Overclocking is dependant on your motherboard, and what it has for options in BIOS.)
