I changed it to High Performance and it doesn't seem like it changed anything, my core clock still sits at 405 MHz. Anyways I included SS of the sensors while it was idle and while I had PCSX2 running. Still saw no change, the fps did seem to go up for a little bit peaking at 60 but went quickly back down.
