Help With Strange Textures

Using PCSX2 1.4.0 and I experience these bad textures, in the main menu and in game. The game looks perfect on the development version 1.7.0 but I tried many settings and cannot get the game speed above 50%. On 1.4.0 the game runs at 100% speed but has this texture problem. Game is NCAA March Madness 07.
GSdx settings:

Adapter: Default
Renderer: Direct3D11 Hardware
Internal Res: 3x
Texture Filtering: Nearest
CRC Hack: Full

I tried the game using Software and this fixes the texture issue but the game runs 50% slower.

Specs: 
CPU: AMD FX™ - 6300 Six Core Processor 3.50GHz
RAM: 8gb
GPU: AMD Radeon R9 200 Series

old and unsupported.
try at least to use 1.6.0 stable build
