Help for playing gta san andreas without video and audio lag

My old pc setup:

OS: Windows 10 Home
Motherboard: Asus P5Q Turbo
CPU: Intel Core Duo CPU E8400 3 GHz
RAM: 4 GB DDR2 800 MHz
GPU: NVIDIA Geforce 9500
I have SSD, NO Hard disk

I'm currently playing GTA San Andreas, not with baddest performance, but sometime it slows down audio and video like slowmotion. In example they talks like they were drunk.

I know it's an old setup, but it seems so strange that performance aren't optimal. 

I'm not interested in 60 FPS or enhanced graphic, so can I ask you what I can do to improve performance even with worst graphic and audio?

Not much, unfortunately.
That pc is a toaster and definitely too weak for pxsx2. I'm pretty sure you can't even run stable 2.0.2 buld

Improving RAM from 4 GB to 8 or even 16?
Overclock cpu?

Over lock cpu->you can squeeze out 2-3 FPS more
