Uhg....my game for the PS2 emu is not working. I am not sure what is wrong with it. My games keeps lagging, but it works fine. Here is some info:
Operating System = Microsoft (build 9200), 64-bit
Physical RAM = 3965 MB
CPU name = Intel® Celeron® CPU 1017U @ 1.60GHz
Vendor/Model = GenuineIntel (stepping 09)
CPU speed = 1.595 ghz (2 logical threads)
x86PType = Standard OEM
x86Flags = bfebfbff 0dbae3bf
x86EFlags = 28100000
What is wrong here? (Note: Sorry if I am doing something illegal or whatever.....)

It has nothing to do with Windows 8. It has to do with the hardware of your computer(e.g. processor, graphics card). If the other PCs have better hardware, it will work better. Perhaps if you can post the specs of the other PCs we can tell you which one is your best shot. If you don't know the specs, google for a software called Speccy and install and run that and paste what it tells you here.
Gaming Rig: Intel i7 6700k @ 4.8Ghz | GTX 1070 TI | 32GB RAM | 960GB(480GB+480GB RAID0) SSD | 2x 1TB HDD

Okay, I will come back soon with a list of other computer hardware!

It's just that I sense something suspicious about the OP
Nah, probably just my imagination.
