Yeh 7z is a compression format, you need the program to extract it from here: http://7-zip.org/

Once you extract it, just replace the files in your PCSX2 folder.

why would it say cannot open output file to C:/ (the folder)

I wouldn't extract it directly to C, your windows probably prevents you from writing there without admin rights.

I got it bro much MUCH Better i stay above 20fps on main screen for most part and even get up to 70fps ..... but one final question does having a better internet speed affect pcsx2 at all? i run KBPS upload and download.
