What I like to know is, what are the best settings to run Persona 3 and 4? Thanks in advance.

Just decrease your internal resolution until 512*512 or use Native resolution, that would give you some speed, but you'll not reach 60fps in those games, mostly in 2D games

of course, don't expect full fps, the cpu is limiting you because of the low clock rate

SO: WinVista Home Premium // Windows 7 Ultimate x32

Try the latest beta, set the clamp modes in "config > advanced" to none, use SPU2-X as sound plugin and tick the "disable effects processing" option, in GSdx tick the "native" checkbox and last go to "config > speedhacks" and enable some of them, like x2 cycle rate, INTC sync hack and the experimental one. This wont give you full speed everywhere tho and might cause unstability.
