Wish I did have a clear cut resource to point too but there have been random reports here and there.

My EE is around 100%, and my GS is around 50%. OpenGL sped things up a bit, and Direct3D9 sped up GS to about 70%, but the game is still unplayable. For anybody curious on my specs, they're listed in my original post.

Try uninstalling your video card drivers, and installing the lastest you can get, that might help you

What your experiencing sounds to me like a windows 10 glitch. I have heard of it. My best recommendation would be if you can install an earlier os do that because odds are the issue would just keep coming back. maybe not though you might be able to reinstall 10 and be fine. Windows 10 can be glitchy though.

Well, it's always worth trying an older OS but I've run pretty much absolutely everything faster on 10 even compared with 8.1 which in itself was still faster than 7. Though it doesn't hurt to inspect your OS for problems.
