Issue: When playing a race, as long as the racers are in front of me the game will slow down to 20-30 FPS 50-60%. CPU usage goes to about 90%. The only thing that has improved FPS is to have frame skipping on, but only improves it to 35-40 fps when around the other AI racers. I spent all afternoon trying to fix this and haven't gotten anywhere. I'm just unsure what to do, is it a hardware issue, or is there something obvious in that i'm missing in the config?

Do you have slowdown issues with other PS2 games? Your CPU may be a limiting factor here, also you never told us what your OS was, GPU, ect.

I haven't tried any other games yet. OS is windows 7 (Home). Not on the computer right now, i think it's an AMD Radeon something. Sorry.

Its an AMD Radeon HD 6670. I've tried Gran Turismo 3, and have the exact same issue.

I would expect it with Gran Turismo, your CPU isn't really fast enough for that.

Get a better CPU and you should be good to go.
that one won't cut it for most games.
