How Can I Force Games to Play at 1080?

As much as you can
Pcsx2 doesn't need much ram. But it won't be enough to reach 1080p/60fps
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS GPU : NVIDIA GeForce RTX 3070 RAM : 16 Go
Go to Config > Emulation Settings > Speedhacks tab, and enable the MTVU speedhack. Then move the VU Cycle Rate one step at a time and see if one of the settings has a positive effect on the game(you might need to disable the preset on the bottom left of the window).
If it still has slowdown, try lowering the scaling to 2x native.

Also make sure you enable xmp on your ram if it supports it. If not well check if the timings and frequency are set correctly. This will impact performance since you are using the igpu.
