Hi
Whatever resolution i choose, and other things, it seems it run the same, not really in hd
any idea?

full HD is 1080p, to get that you need to:
1) Get latest GSdx (optional)
2) Configure it to use 1920x1080 @60hz output resolution
3) Set the Internal Resolution to 1920x1080
that'll give you 1080p HD.

your monitor most-likely doesn't support full 1080p HD, only 720p (1280x720).
and what does FPS have to do with running in HD? oO

Alternate Scenario:
Set the aspect ratio to "Stretch" in the GSdx settings it will be a HD-like apperance.

Play in HD needs a powerful video card but it's possible in PCSX2 using GSDX or ZeroGS.
With GSDX you can choose the screen resolution you want and then change the internal resolution to match it. This is the optimal configuration to enjoy the best definition but you can always reduce the internal resolution to find the best balance between resolution and performance.
With ZeroGS is conceptually different. Choose the screen resolution you want and then choose one of the antialiasing modes. Even you can toggle the antialiasing modes pressing F6 when the emulation is running and see the difference by yourself. Difference between AA off and AA 4x is amazing at high resolutions.
