How do you create a memory card?

I've seen a few really unhelpful youtube tutorials for this, and I still can't seem to figure out how to create a memory card. I'm using PCSX2 on a windows XP machine. Can anyone help me?

It is created automatically when you save on a game. It will ask you to format the memory card, and one will magically appear in corresponding folder

Normally just run the bios and the card/s will be created automatically and from the browser you can format it/them
